The aim of personnel planning is to determine the
needs for persons both in terms of number and type. For deciding about the number both present and future requirements should be taken into account. If there are expansion plans in near future then these requirements should also be considered. Besides number, the type of persons needed is also important. This will be decided by studying the job requirements, etc. The educational and technical requirements to manage various jobs should be properly analysed so that right type of persons are employed.

Recruitment is sometimes confused with employment. The two are not one and the same. Recruitment is just one step in the process of employment. Similarly recruitment and selection are also different in nature. The function of recruitment proceeds the selection process. Recruitment is concerned with developing suitable techniques for attracting more and more candidates while selection is the process of finding out the most suitable candidate for the job.

Meaning

Recruitment is the process of searching for prospective employees and stimulating them to apply for jobs in thenorganisation. When more persons apply for jobs then there will be a scope for recruiting better persons. The job-seekers too, on the other hand, are in search of organisationnoffering them, employment. Recruitment is a linkage activitynbringing together those with jobs and those seeking jobs.

According to Voder, “Recruitment is a process to
discover the sources of manpower to meet the requirementsnof the staffing schedule and to employ effective measuresnfor attracting that manpower in adequate numbers to facilitate effective selection of an efficient working force.” Recruitment is the process, which prompts people to offer for selection in an organisation. This involves locating sources of manpower to meet job requirements. In his words, “It is a process of searching for prospective employees and stimulating and encouraging them to apply for jobs in an organisation. It is often termed positive in that it stimulates people to apply for jobs to increase the hiring ratio, i.e., the number of applicants for a job.”

According to Flippo, “Recruitment is the process of searching for prospective employees and stimulating and encouraging them to apply for jobs in an organisation”.

According to Dale S. Beach “Requirement is the development and maintenance of adequate manpower resources. It involves the creation of a pool of available labour upon whom the organisation can depend when it needs additional employees.”

From the analysis of above definitions, following features of recruitment reveals-

1.Recruitment is a process or a group of activities. It is not a single act.

2.Recruitment is a link by which employers and employees come together.

3.The main object of recruitment process is to find out the sources of people required for the job.

4.Recruitment is a two way process. Both the organisation and the applicants have choice whom to select.

5.Careful recruitment policy is must specially in India, where possibility of mismatching the job and the person is greater due to widespread unemployment.
